Ngati Pahauwera Strategic Planning and Economic Development.
Wherever the people live.
Why so much planning
* If you fail to plan, you plan to fail.
* If you don’t have a plan any road will get you there.
* If you don’t have a plan you will get caught up in other peoples plans.
* People who plan show they have a desire to have some control over their lives and the direction they take
* The big Questions are How are people going to benefit? and how will Ngati Pahauwera meet the future challenges?

* Our Tipuna knew the value of planning
* Our tupuna watched nature to give them examples of how things work best.
* We need a balance between that and different knowledge of today
* Ngati Pahauwera in the pursuit of our tino rangatiratanga and mana motuhake have a desire to make our own plans and decisions about our future.
* Plans are always subject to the forces of change
Puawai attended a Future of Food Workshop. University of Auckland Graduate school of Business and asked “what is the future of food in 2050
* This workshop showed them Maori must keep to the basics.
* Water and Food are critical for the health of the people, wealth will come later.
* Claimed that water will be the oil of the 21st century
* Our elders left us a lot of water
* Focus on assets you have and invest. Suggestion of a Water Company
* Refrigeration in its current state unsustainable.
* The eating of protein as we know it will change.
* The world exploitation of resources and energy consumption is unsustainable.
* There are predictions of famine, resource crisis, environmental changes etc.
* We will be receiving farmlands back through the settlement process and will investigate further into initiatives that sustain Ngati Pahauwera. Eg dairy farms.
* Intellectual property important with regarding to natural resources and also preservation techniques
Planning hui with our Iwi has resulted in the following ideas for a Strategic plan
It is important to the Ngati Pahauwera Development Trust that our plans are the peoples plans.

MISSION: To create and expand opportunities for the people and culture of Ngati Pahauwera to prosper
Strategic Goal: To ensure stable governance and management in accordance with the tikanga of Ngati Pahauwera and best practice models
* Stabilise & flatten the structure of Ngati Pahauwera verses

* Provision of essential services
* Stewardship of cultural resources

Strategic Goal: To expand economic and business opportunities for the people of Ngati Pahauwera
* To utilise and develop the multiple owned land and settlement lands within our core area; and
* Investment into Pahauwera Business development

* Increased employment opportunities within the Ngati Pahauwera region
* To encourage a spirit of entrepreneurialism
* To grow the value of the Treaty settlement redress;
Strategic Goal: To protect and nurture the natural resources and environment of Ngati Pahauwera for the benefit of its people
* Stabilisation of Ngati Pahauwera water reserves
* Reduction of waste from land utilisation
* Sustainable use of land utilisation by-products
* Reduction of leeching and/or run off into Ngati Pahauwera waterways
* Reduction of carbon omitting activities through mechanisms such as ETS offsetting

Tumanako Wereta
* Maori are positioned to take advantage of the next 20 years.
* Maori generally do not have debt and as the major economies of the world struggle with their interest repayments and companies fall into receivership
* Maori organisations are poised to take advantage of the recession because many now or soon will be asset rich and cash rich compared to a large majority of pakeha business that have high indebtedness.

* The Trustees since our last hui a Iwi have visited other Iwi to see what they have done to help their whanau.

Ngai Tahu
* Ngai Tahu have had a Settlement for some time
* Trial and error, have made some mistakes we can learn from. The costs of running their many Runanga is expensive and inefficient.
* Mark Soloman the Chairman of Ngai Tahu is also Ngati kapakape of Ngati Pahuwera.
* The Trustee have met with Ngai Tahu to benefit from their knowledge.
* One presentation was done by Phil Tumataroa who manages the Ngai Tahu Resource Management area. (our people are out there doing it)
* Ngai Tahu encourage their people to plan and save by subsidising $ for $ on education and housing
* Big push in increasing the number of Ngai Tahu to learn te reo, Tikanga, korero tawhito
* Have a range of investments from property to resource use. Fishing, land development- Moving into the Dairy Farm business
Tuaropaki & Waipapa Trust visit.
* These are small Trusts of Ngati Raukawa in the Mokai area that have entered into highly innovative and profitable initiatives.
* A number of Ngati Pahauwera whanau have shares in these farms through intermarriage in the past. One of the past Trustees of Tuaropaki was Aunty Dottie Winiata.
* The NPDT have a strong relationship with Tumanako Werata the Chairperson of this Trust.
* He has provide us with good strategic advice.
* Tuaropaki provides a good role model of how we should manage our affairs
Tuaropaki Communications Limited (TCL)

An example of how Ngati Pahauwera can benefit from a relationship with Tuaropaki
* TCL is a communications company whose core business is satellite communications
* The focus is to facilitate broadband communications into rural communities and remote locations
* The company operates from Auckland and Taupo
* The signal is identical across New Zealand as long as the resident and/or business can see the sky
* The network is geared for power cuts and normal internet services will resume once power is restored.
* TCL has approximately 7 staff in Taupo and 2 staff in Auckland
* The government’s fibre network provides some opportunities for rural and remote communities however realities regarding geography, costs and time are likely to result in those areas not able to access broadband communications
* TCL are able to install a satellite within 2 – 3 weeks depending on the availability of an installer within the region.
* The network is largely secure and is equally if not more secure than other internet providers networks.
* Community hubs are able to be established with examples in both Whangara and Ruatahuna. This involves one satellite with wireless access for a number of houses to access.
* Community hubs require someone to maintain the network which in many cases would also be the installer.
* The company is responsible for the equipment if there is a fault and are required to replace due to high winds etc. within a certain time period.
* The network also has the capacity to use VOIP phones which is cheaper than using a telecom line. This is geared for emergency calling as required by regulation
* TCL is always looking to improve its network and discussions with Sky Television and 2 degrees are underway to see how satellite broadband can be integrated with some of their services and products.
* The cost for the satellite at the lowest end (basic package) is approximately $59.00 +GST per month as well as $350.00 for the installation fee. The basic package is faster than dial up
* TCL will work with Ngati Pahauwera on a 3 month trial project to test the usability of the TCL satellite broadband service.
* Warrick will work with Ngati Pahauwera on the project.
* The Trustees must decide with advice from the people where the trial site would best benefit Ngati Pahauwera

Where does Ngati Pahauwera start?
* Mind-set and thinking of our people needs to change in order to move forward. There are forces that need to be managed in order to have an fresh independent mind set
* We are no longer impoverished by Colonialism
* We need to see abundance and opportunity not scarcity
