Crown negotiations
It has been 17 years since our first hearing over the Mohaka river claim and we are now finally sitting at the table with the Crown. Yes, negotiations are certainly underway. On 15 May the negotiation team Toro Waaka, Kuki Green, Tom Gemmell and Tureiti Moxon (nee Hawkins) attended the first formal meeting with the Crown in Wellington. We were also accompanied by our lawyers Grant Powell and Roimata Smail.
Those who attended the meeting representing the Crown included representatives from the Ministry of Justice headed by Benesia Smith, a Director for the Foreshore and Seabed Unit/Public Law/Policy and Legal Group, the Crown Law team led by lawyer Craig Linkhorn, the Office of Treaty Settlements, Land Information New Zealand (LINZ), the Department of Conservation (DOC) and Te Puni Kokiri. We are in the process of disclosure of Ngati Pahauwera land that is held by the Crown through LINZ and DOC.
Our focus is to sign an Agreement in Principle (AIP) by September 2008. This will mean that the negotiators will be undergoing some very intensive work over the next three months. Further meetings with the Crown will be held on a fortnightly basis.
Crown Site Visit
The Crown representatives arrived in Mohaka for a two day site visit from the 28-29 May to familiarise themselves with the land area under our Treaty Claim. The visit also included the forest, river, foreshore and seabed. They were welcomed at Mohaka Marae and the Crown were introduced to our whenua through a short powerpoint presentation. The Crown representatives were shown Te Huki urupa, the Mohaka beach, the crusher, Raupunga, Putere, Kahungunu and the marae, Rawhiti Station, along Cricklewood road, Waihua Marae, Waihua beach, Mangaturanga, Arakanihi, the Mohaka forestry camp, Willowflat and Waitere Station opposite Te Hoe. We will visit Te Heru o Tureia at a later date but the maunga looked majestic in the background everywhere we went. The visit also included Tutira, Waikare and Kotimaori which are apart of the raupatu or confiscation lands which forms part of a cross claim with Ngati Hineuru.
Registration of Ngati Pahauwera Whanau
It has been suggested that Ngati Pahauwera number in excess of 20,000 people. At the moment we have just over 200 registered with Section 30. We have therefore set ourselves a goal to reach 10,000 by the end of September 2008. In order for us to reach that number we need your help. Please enrol every member of your whanau and friends.
We understand that many whanau have a data base of their whanau already. Please get in touch with them so we can enrol them on the beneficiary roll. The enrolment forms can be found on the website or contact Kuki Green for a form.
We understand that there are a number of whanau who have their own data base of their whanau members. We need everyone to take an active role in enroling all your whanau onto the Ngati Pahauwera beneficiary data base.
Project Manager
Toro Waaka has been appointed Project Manager to support the Ngati Pahauwera Negotiations team. He will have a reporting function to Crown Forest Rental Trust on outcomes and expenditure as well as coordinate the Section 30 strategy to increase iwi registrations. He is also responsible for managing effective communication on the part of Section 30 with all key parties and stakeholders, especially Ngati Pahauwera.
Governance Entity Hui
We have undertaken a number of consultation hui in relation to a proposed governance entity i.e. Trust, Incorporation or company throughout the country over the past month. As a result a hui will be held to confirm the key elements of the entity which will be approved by postal ballot.
