FORESHORE AND SEABED REVIEW
The Trustees met with the Attorney General Chris Finlayson on 7 April 2010 where he presented the Government’s proposal for what will replace the Foreshore and Seabed Act 2004. The Trustees are now considering the proposal so we can see what it would offer Ngati Pahauwera. Public hui are to be held around the motu, and we encourage as many whanau as possible to attend these, to find out more about what the Government is proposing, as submissions close at the end of April. CROSS CLAIMS
Ngati Pahauwera Trustees have continued to meet with Maungaharuru Tangitu Inc (MTI), Mana Ahuriri Inc (MAI) and Ngati Hineuru and remain committed to working with our neighbours. Further hui are scheduled for April.
RIVERS REDRESS
The Trustees hope to hear back from the Crown regarding the Regional Planning Committee component of the Rivers redress in coming weeks. This will hopefully address the need for high level involvement of Ngati Pahauwera in planning that will affect the Rivers, but the overall Rivers package still needs to address the need for local direct involvement in the management of the Rivers, and are still pursuing this component in negotiations.
RIVERS SCOPING STUDY – GOOD GOVERNANCE INITIATIVE
The Trustees had a first meeting with the Hawkes Bay Regional Council regarding the Scoping Study for the Mohaka, Waikari and Waihua Rivers. The Council is undertaking some initial research which will help to show where there are gaps in the scientific research where further research is needed. It was already clear from this first meeting that there is a lack of data in relation to the Waikari and Waihua Rivers. The Trustees have also identified that there is a gap in the cultural research available and are working to get a cultural health index project underway.
CO-MANAGEMENT CHARTER
Negotiations are still underway on the co-management charter. Ngati Pahauwera are trying to make sure that this meets the purpose which are set out in the current draft of the charter, namely to:
1.1 Establish and maintain a positive, co-operative and enduring partnership regarding conservation activities in the Ngati Pahauwera core area, in co-management with the Minister, The Director General and the Department of Conservation.
1.2 Improve the quality of conservation management decisions through each party seeking a better understanding of the other parties perspective, and where possible, seek consensus on outcomes.
1.3 Provide framework and mechanisms to achieve co-management in respect of conservation in the Ngati Pahauwera core area.
1.4 Provide a mechanism for DOC to give effect to the principles of the Treaty of Waitangi as required by section 4 of the Conservation Act 1987, while recognising that compliance with the Charter does not derogate from the Department’s obligations under that section.
NGATI PAHAUWERA GRAVEL AGREEMENT
Good progress has been made with the Crown and Hawkes Bay Regional Council on management of the Mohaka River gravel resource, and the Trustees are working on making sure that this redress is secure. This will require the gravel agreement to be part of the Settlement Legislation to ensure that it endures.
MOHAKA RIVER WATER CONSERVATION ORDER
A request for the removal of the Water Conservation Order from the relevant part of the Mohaka River, that is of particular significance to Ngati Pahauwera was denied by officials. Ngati Pahauwera will put this request directly to the Minister for the Environment.
BOUNDARY STREAM MAINLAND ISLAND
A group of students from Victoria University seek approval and opinions from Ngati Pahauwera on the possibility of a predator fence installed would exclude predators such as mustelids, goats etc. Enhancing native biodiversity while still allowing for free public access.
NGATI PAHAUWERA BENEFICIARY ROLL
Registrations are required from all Ngati Pahauwera, from the cradle to the grave. All Ngati Pahauwera should be enrolled on the Ngati Kahungunu roll but this does not give you an automatic entrance to Ngati Pahauwera. Enrolling on wananga rolls are for head-counting and funding purposes only. Many people have lived in Mohaka for years, but you are not automatically a Pahauwera beneficiary (unless you are legally adopted or whakapapa through bloodlines). Being 18 years old give you the right to vote only if you are registered, so please ensure all your whanau are enrolled.
