CALL FOR NOMINATIONS
Arthur Gemmell, Kuki Green and Toro Waaka have now completed their initial term and are retiring as Trustees of the Ngati Pahauwera Development and Tiaki Trusts. Nominations are therefore called for three trustees to serve four year terms alongside continuing trustees Gerald Aranui, Sissiel Henderson, Charlie Lambert and Tureiti Moxon. Retiring trustees are eligible for re-election. RIVERS
The Trustees are still awaiting confirmation from the Crown regarding the Regional Plan Committee which, as currently envisaged, provides for high level involvement in Rivers management. However, the Trustees again highlighted to the Minister at our meeting with him on 4 June 2010 that Ngati Pahauwera rangatiratanga needs to be recognised through daily involvement in the management of the Mohaka, Waihua and Waikari Rivers. The Trustees asked the Minister to direct his officials to engage on this issue and are waiting for a response as this local involvement remains a focus for the negotiators.
We are making progress on the Rivers Good Governance initiative, and expect that funding will soon be finalised for a cultural/health assessment (including whanau input) and scientific research, with work to commence shortly.
DOC REDRESS
All minor issues in respect of the DoC co-management charter have now been agreed, however Trustees are now waiting for the Crown to confirm its position in respect of provisions related to cultural use of dead wildlife/marine mammals.
The Trustees have confirmed in writing to the Crown the Ngati Pahauwera conditions for the giftback of Te Heru O Tureia, and we are awaiting a response.
The return of Putere Scenic reserve remains a priority and the Trustees will continue to try to engage with Tuhoe to get their support for the return of this land to Ngati Pahauwera.
OVERLAPPING CLAIMS
The Crown is still meeting separately with parties to discuss representation of the southern hapu. The Trustees are engaging constructively in this process and are hopeful that agreement will be reached.
COMMERCIAL ISSUES
We have had a number of positive developments in regards to commercial redress. The Crown has confirmed that the Ngati Pahauwera right of first refusal of Crown land which becomes surplus will apply for 100 years. Waipapa B3 and the surplus former railway property at Kotemaori have also been offered to Ngati Pahauwera as part of the settlement, and the Crown and Trustees are now negotiating the terms and conditions for return. Finally, a number of pieces of former Wairoa District Council land which have become surplus will also be returned to Ngati Pahauwera as part of the settlement.
HISTORICAL ACCOUNT
Current negotiations on the Historical Account are mostly final detail matters. Once these are agreed, the historical account will be reviewed by an independent historian, then the Crown and Ngati Pahauwera negotiators will negotiate and agree whether any further amendments are required in response.
The Crown has provided a first draft of its acknowledgements of breaches of the Treaty and the Trustees have provided initial comments.
TIMEFRAMES
We are still aiming to complete draft Deed of Settlement by mid August 2010, in order to take the draft Deed of Settlement for ratification by Ngati Pahauwera at hui around the motu from late August 2010.
UPCOMING EVENTS
Monthly hui a iwi will continue until the ratification process commences. The AGM will take place in September (and will be formally advertised in August).
